The survey has now been modified to reflect all the possible options.

Here’s the procedure for the full refund:

-The refund will be given the Sunday following the request(so if a request arrive on a Sunday. It ill be refunded the following Sunday)

-For logistics reasons, the full refunds will start on April 26 2020.

Important reminder: the last day to ask for both types of refund is May 11 2020. We need to put a final date so we can do the partial refunds.

The Costume-Con 38 Committee

Hello everyone,

First of all, Costume-Con 38 want to offer their most sincere excuses concerning the tone and the statements used in the email addressed to people who did a direct Paypal reclamation. Regardless what made us write such things, those statements were not appropriate. We realize that the current times are difficult for many and that we have hurt some people.

Naturally, we want to precise that the clause saying that all people asking for a integral refund would not be able to participate in events organized by Costume-con 38 is not valid anymore. It was a big judgment mistake and with some hindsight, we regret it. One more time, we apologized for those statements.

For precision and as stated in the previously mentioned email, Costume-Con 38’s committee do NOT organize other Costume-Con. Each Costume-con is organised. We humbly ask that you do not judge the other Costume-con based on the mistakes of Costume-con 38’s comitee.

Precisions on refunds

The reasons why Costume-Con 38 is unable to refund all their members in full seems to be still be unclear for some, so we will try to correct this.

-Costume-Con 38’s organisation is not a company. They are people, 3 individuals in the moment. A convention made by fans, for fans. The goal of the convention is not lucrative. Since this is not a company, there are no external sources of incomes.

-In contrast to most conventions which stay at the same place and have returning staff, Costume-Con goes a new location every year and there is no previous or following year to help with the loss.

– Additionally, the convention cannot be rescheduled as it would interfere in time with the following Costume-Con.

-People have until May 11 to answer to the online survey on refunds. The quantity of people asking for a full refund and the ones giving a donation will influence the final amount that will be given as a partial refund. Additionally, we are waiting for news from some suppliers (who are themselves hindered or in a pause due to the virus) to receive potentially more refunds from them.

-The convention being cancelled the day just before it was supposed to start greatly made the situation worse. Many of our suppliers ask for an earlier notice in case of cancellation and we had to pay even if the material or services could not be used.

-Some charges are still being negotiated. Some have sadly been already charged and cannot be refunded.

-The insurances were not covering a cancellation in case of pandemic.

-We are trying to reach out to many organisms to receive help, but for most of them we did not get an answer or we got answers that are not very promising.

Overall, we really wish we would be able to refund everyone integrally, but sadly, the convention just do not have this money. Be assured that the organizers are doing all they can to amass funds to add to the amount that will be distributed.

We will keep you informed of the evolution and are wishing deeply for being able to offer more to everyone.

We understand that people are living all kinds of situations, some very difficult financially. We want to reassure people needing an integral refund that they can from now on ask for it without any risk of being judged.

And as we finish on the subject of integral refund, the Costume-Con 38 organizers wish to apologize once more for the inappropriate statement that was addressed higher in this message.

Costume-Con 38 – Refund Procedure

Many of you have generously stated both in private communications and on social media that we could keep the money while others would prefer a refund. Rather than accumulate all this data in haphazard fashion, we ask that all members to go and fill out this form
before May 11th, 2020. Everyone filling this form out will allow us to manage refund in an efficient manner.

If the form linked in the previous paragraph has not been filled up by the deadline, the request for a refund will not be valid anymore and no other form of refund request will be accepted.


I was a dealer, do I need to fill out the form?


But dealers will be refunded, right?


If I ask that you keep the money, what will happen to it?

First we will refund the people who have asked for a refund. Second we will see how much is left. We still have some bills to pay that generous people have offered to cover for us, but if we can, we’d like to not leave them on the hook for those bills. If any money is left after that, we will see how much it is before deciding, but it is likely that the leftover money will be used to help future events. No matter what happens, we will keep you up to date on what happens with it.

If I ask for a refund, how much will I get?

At the moment, the average amount is about $15 per member. This may increase as we negotiate with our suppliers. Please understand that this will take time as the Quebec government has ordered a shut-down of all non-essential businesses due to Covid-19 and pretty much all our suppliers fall in this category. We will keep you informed as things develop. Again, we ask for your patience.

When will I get my refund?

As soon as we finalize negotiations with our suppliers, figure out what the amount to refund to everyone is and close our books. Due to the Covid-19 crisis, we cannot give you an expected date at the moment.

Someone else transferred their membership to me. Who will get the refund?

The refund will go to the person who currently holds the membership.

We bought our memberships as part of the 4 for 3 promotion. How will this work?

Each member will be treated separately.

To all Costume-Con 38 members,

First we would like to thank you all for your patience. Second we would like to update you on the status of the convention.

As stated on our registration page and FAQ, membership fees are not refundable. However, due to the unprecedented nature of the current events, we are working hard on finding a solution to benefit everyone as much as possible.

Many of you undoubtedly would like your money back. However, the fact is that most of the expenses in running a convention happen before the event. This is why conventions encourage early registration: so that organizers can have cash on hand to cover said expenses at the moment they occur. Currently, our cash balance is as follows:


Are these the final numbers?

No. We are still waiting for confirmation/refunds from some of our suppliers that may significantly change these numbers. Again we ask for your patience in the matter. Also, some generous individuals have donated funds to help the convention — we cannot thank them enough for their support in these difficult times.

What do all these numbers mean?

It boils down to this: a large proportion of the money has been spent and cannot be recouped. Thus, the convention does not have enough funds to give a full refund to everyone. While we would love to to that, we simply do not have the money. Neither can, nor should the organizers, all volunteers who also paid for their memberships, make up the shortfall.

Why did you start in the red?

Because the above only reflects actual income and expenses. Due to the government announcement that triggered the cancellation of the convention, the convention also lost expected income.

I think you spend too much money on something, why should I not get a full refund?

We are not here to discuss this. Once we can stop social distancing we will gladly go over things in detail with you over a beer.

Didn’t you get any insurance?

Yes we did, but the insurance companies would not cover a cancellation due to coronavirus.

What do you intend to do?

Our intention is to refund everyone what we can in the following order:

1) Dealers

2) Memberships

Why in that order?

Because dealers earn their living going to conventions, they would not only lose the money they paid us, but also all income they would have received at the convention. Not to mention all the other events they will not be able to attend in the next few months. They will essentially be unemployed for the next few months. We feel we need to support these important members of our community as much as we can during these hard times.

I signed up for a workshop/tour. Will I get a refund?

The situation will depend on the workshop or tour you signed up for. We will get in touch with you to let you know what is happening as soon as we can.

How much can I expect?

At the moment, the refund, after having refunded dealers and averaged out over all members is about $15, we hope this number will go up as we negociate with our suppliers.

When will you do the refunds?

At the moment, we don’t know.

First we have to wait to hear back from some suppliers to get the final numbers as this may significantly change the funds available.

Second, three individuals have put themselves in front of others an threatened/started legal recourse against the convention to get a full refund. We don’t know how this will pan out, but we do know we need to keep what funds we have to cover any legal fees the convention may incur due to those individual’s actions. We again appeal to them to drop these procedures so that everyone can get a partial refund. Costume-Con is a community and in hard times, members of a community should come together, not act in a selfish manner.

As soon as we have resolved the above mentioned issue, we will contact you to inform you of what is happening.

FAQ about the cancellation

Costume-Con 38 is cancelled, what does that mean?

First, you must know that Costume-Con is organized over a period of three years. This time is needed, among other things, to make the event known in the region where it will be held. The current pandemic in progress, the uncertainty of getting facilities rebooked, the expenses already incurred and a desire to not impede future Costume-Cons are all factors that mean Costume-Con 38 WILL NOT BE RESCHEDULED

Will I get a refund?

As mentioned on the registration page (see below) and the FAQ, memberships are non-refundable. The situation is the same for dealer spaces as written in the dealer kit. However due to present circumstances, Costume-Con 38 is working at finding a solution. Please note that this does not in any way guarantee a refund.

When will we know more?

At the moment, our hotel and other suppliers are busy managing the crisis caused by the COVID-19 pandemic. It is clear that we must wait on answers to the questions we have asked them before making any financial decision. In these trying times, we appreciate your patience until the situation is resolved.

It is with great sadness that we are constraint to follow the Prime Minister directives to cancel any event bigger than 250 persons. It is a case of force majeure. We will keep you updated on the situation.

C’est avec grande tristesse que nous sommes contraints de suivre les directives du Premier Ministre qui sont d’annuler tout événement de plus de 250 personnes. Il s’agit d’un cas de force majeure. Nous vous tiendrons au courant de la situation.

1) Health Canada only has seven country with active travel health notices. None of our members come from these countries.

2) The public health risk associated with COVID-19 for Canada is low.

3) Most of the things that can be done to help prevent the spread of this (and other diseases) must be done on a personal level. These include:
– Washing your hands regularly for at least 20 seconds with soap and water
– Coughing/sneezing in a tissue or the bend of your elbow and not in your hand

4) Event organizers in Canada have not been mandated to cancel events, but have been asked to implement risk mitigation strategies where possible. These include:
– Providing access to handwashing stations (there are 4 bathrooms on the convention floor, each with multiple sinks)
– Preventing excessive crowding (considering the space required for some costumes, we have provided for more than the average amount of space for all convention members
– Staggering arrivals and departures. Our registration desk will be open a day early on Thursday at 13:00 in order to reduce crowding when people get their badges
– Encouraging personal protective practices (we will have signs reminding people to wash their hands properly in all bathrooms)

Panels and workshops submissions

Costume-Con 38 is now accepting panels and workshops submissions.

To do so, please fill up the form at



This October 31st, 2019 we will draw one free room night at the Bonaventure hôtel among all people registered at CC38.*  The prize consists of a regular room night at the hôtel (value of $169, plus taxes. The date of the chosen nigh must be on the 8th of March, 2020 at the soonest and cannot be later than the 20th of March, 2020 (all the dates withtin this period are valid). This prize does not include any other expenses incurred by the winner, including but not limited to: parking, room service, hotel’s restaurant, etc.

The winner will be contacted in private and will be announced on our social medias. They then will have 7 days to accept or decline the prize. The prize is not transferable. If the prize is refused, another winner will be drawn. If the winner is a minor, the presence of a responsible adult (parent of guardian) is required in the room and the reservation must be made under the name of said adult.

Room type will depend on availability or on the winner’s existing reservation (if the room is already reserved).

*Convention staff is not eligible for this contest.


Q: How do I enter the contest?

A: If you are an attending member of CC38, you will automatically be entered.

Q: We have a room reservation, but it is not in my name, you say the prize is not transferable. How will this work?

A: As long as you are one of the people staying in the room and the hotel has your name, the room is considered yours and the free night will be credited.
